Mayor Hoogenboom called the Meeting to order at 6:00 p.m. and welcomed members of the public in attendance.

The Township of Rideau Lakes acknowledges that we live and work and are meeting on ancestral territories of indigenous people. We do so respecting both the land and the Indigenous peoples and honor their past, present and future. The Township values and respects their cultural heritage and relationship to the land.

Mayor Hoogenboom asked if there were any emergency additions or amendments to the Agenda and the following were noted:

1. Remove Agenda Item 10.9: ZBA-11-2024 - Campbell

Sean-Michael Stephen was in attendance to provide a presentation to Council on the Development Charges Background Study.

Lori Huber from the Auditing Firm KPMG was in attendance to present the 2023 Audit Findings and Financial Statements.

    Be it resolved that the Council of the Corporation of the Corporation of the Township of Rideau Lakes acknowledges the presentation from Lori Hubert, KPMG, regarding the Financial Statements for 2023;

    AND FURTHER Recommends that Council receive and accept the 2023 Non-Consolidated Financial Statements and 2023 Consolidated Financial Statements, as prepared by KPMG Auditors.

    WHEREAS the Ontario Government is currently in the process of reviewing and updating the long overdue legislation concerning Integrity Commissioners.  We would ask the Ministry for their patience and assistance in reviewing the findings of the current Integrity Commissioners investigation into councilor Carr; 

    AND WHEREAS Minister Calandra himself confirmed last month at the AMO conference that changes in this legislation are needed and vital, we would like him to hear our concerns;

    AND WHEREAS the current system is unfair as it prioritizes confidentially over all else, including judicial fairness and the right to defend yourself against your accusers;

    NOW THEREFORE prior to this council making this IC report public, we would like to investigate further options for unbiased review;   

    FURTHER THAT Minister Calandra and the Ombudsman's Office offer options to council such as appointing a special Ombudsman to investigate, as the province did in Rideau Lakes 2016, or for council to investigate asking for a judicial review to be completed.

Council observed a break at 7:50 p.m. and reconvened at 8:00 p.m.

Council received the briefing notes for the AMO Delegation with Minister Todd McCarthy regarding Cemetery funding.

    WHEREAS at the Planning Advisory and Committee of Adjustment Meeting held August 28, 2024, Recommendation #96, 2024 was passed recommending that by-law enforcement of the habitation of the trailer not occur on 27 O2 until such time that the Planning Advisory and Committee of Adjustment have reviewed options for permitting habitation of a trailer on residential properties which is to be provided via staff report at a future PACA meeting;

    NOW THEREFORE, be it resolved that the Council of the Corporation of the Township of Rideau Lakes hereby authorizes the extension for time and agrees that no by-law enforcement shall occur until a staff report comes forward at a future PACA meeting.

Notice of the following motion was brought forward at the Municipal Services Committee Meeting held August 12, 2024.

    WHEREAS correspondence was received from the Town of Bradford West Gwillimbury regarding Long-Service Medals; 

    NOW THEREFORE be it resolved that the Council of The Corporation of the Township of Rideau Lakes supports Resolution 2024-206 from Bradford West Gwillimbury requesting the Province to create a province-wide long-service medal for police and paramedics, modelled after the existing such award for firefighters; 

    AND FURTHER that a copy of this Resolution be forwarded to Steve Clark, MPP for Leeds, Grenville, Thousand Islands and Rideau Lakes and the Town of Bradford West Gwillimbury.

As per the Procedural By-Law, Notice is being provided that the following will be discussed and debated at the next regular scheduled meeting:

Be it resolved that the Council of The Corporation of the Township of Rideau Lakes supports the correspondence from the Township of Terrace Bay urging the Government of Ontario to address the critical labour market shortage in Northern Ontario by allocating 3,000 Ontario Immigrant Nominee Program spots to support the region's economic growth and development.

Be it resolved that the Council of The Corporation of the Township of Rideau Lakes directs staff to investigate the cost of installing automated speed enforcement cameras within the municipality and report back at a future meeting for consideration during the 2025 budget process.

Be it resolved that the Council of The Corporation of the Township of Rideau Lakes directs staff to investigate the cost of installing pay meters for launching and parking at harbours located in the municipality and report back at a future meeting for consideration in the 2025 budget process.

Be it resolved that the Council of The Corporation of the Township of Rideau Lakes directs that a survey be sent around to all employees looking for feedback and ideas for a half day staff appreciation day;

AND FURTHER that Council approves the office closure on the day that is decided for this event.

August 13th: I attended the Regular Meeting of the Lower Beverly Lake Park Board and heard that they are having another successful summer. 

August 14th: I attended the Regular Planning Advisory and Committee of Adjustment Meeting.

August 15th: I attended virtually the Lombardy & Area visioning public meeting. 

August 17th: I attended the annual MPP Steve Clark Afternoon in the Islands event at the Glen House Resort.

August 18th-21st: I attended the annual AMO conference in Ottawa. Take this opportunity to congratulate Westport's Mayor, Robin Jones on her election as president of AMO.

August 21st: In the afternoon I attended Maple View Lodge where the Mayor's of Leeds and Grenville welcomed the new Minister of Long Term Care for a tour, Natalia Kusendova-Bashta.

August 23rd: I attended Jones Falls and participated in a Global News Kingston interview on the impact the causeway closure will have on tourism. 

August 24th: I attended and spoke at the CALA AGM breakfast.

August 27th: I taped my monthly video in Delta which featured information on Lower Beverly Lake Park.

August 28th: We held our Regular Planning Advisory and Committee of Adjustment Meeting.

August 29th: I, along with Councillor Pollard, Councillor Delaney and Councillor Maxwell, hosted a well attended staff appreciation BBQ.

August 31st: I attended and spoke at the Bass Lake AGM held in Lombardy.

This morning I attended in Brockville a Special County Council Meeting followed by our Regular Joint Services Board Meeting. 

All in all, a very busy 3 weeks.
